I have the honour to transmit to you
the enclosed copy of a letter of Dr. J. C. Thomson, dated the 13th. September, together with a copy of the Report of the Committee appointed by me to consider the
question of the establishment of Dispensaries and the
Endowment of the College of Medicine for Chinese in
Hongkong, and to recommend for your approval the scheme submitted by the Committee, which it is estimated will
involve an annual expenditure of $5,000 - $2,500 on account of a Dispensary and $2,500 as an Endowment of the College to be expended in honoraria to the Lecturers.
